The government of the Ottoman Empire during World War 1 was a constitutional monarchy. This form of monarchy is where the monarch has to follow a set of rules laid out by a constitution. Probably the most well known constitutional monarchy is Great Britain. In the case of the Ottoman Empire during WW1, Said Halim Pasha was the Grand Vizier (1913-1917), Talat Bey was the Minister of the interior (1913-1917), Ismail Enver Pasha was the Minister of War (1913-1918), and Ahmed Cemal Pasha was the Minister of Navy (1913)
